Аливаа орны гадаад харилцааны бодлогод өөрийн орны соёл урлагийг иргэний болон соёлын дипломат харилцааны шугамаар дэлхийн бусад орнуудад сурталчилах, дэлхийн орнуудтай соёлын хүрээнд хамтран ажилласанаар тухайн орнуудтай ойртон нөхөрлөдөг өргөн туршлага байдаг билээ. Монгол улсын хувьд одоогоор төрийн бодлогын дагуу гадаад орон, бүс нутагт байгуулсан албан ёсны Монголын соёлын төв байхгүй бөгөөд Монголын соёл урлагийг гадаадад сурталчилах, уран бүтээлчдийг дэмжих нэгдсэн бодлого хараахан байхгүй байна. Энэ нь төрийн бодлогоор Монголын урлаг соёлыг гадаадад тогтмол сурталчилах, бүтээлч үйлдвэрлэлийн салбарын экспортыг нэмэгдүүлэх, өндөр чанартай хөрөнгө оруулалт татах, уг салбарын ажилтнуудын үнэлэмж болон үнэлгээг өсгөх боломжийг хааж байгаа юм.
Mонголын бүтээлч үйлдвэрлэлийн салбарын бүх уран бүтээлчдэд дэлхийн дэвжээ хэрэгтэй болоод байгаа энэ үед төр засгаас энэ асуудлыг хариуцлагатайгаар авч үзэн тэднийг энэ чиглэлээр ажиллах мэдлэг боловсролоор хангаж, гадаад орнуудад ажиллаж амьдардаг туршлагатай иргэдтэйгээ холбогдон, тэдний оюун ухаан, сэтгэл зүтгэл, холбоо хэлхээсийг үүнтэй адил бүтээлч ажилд зориулж хамтран ажиллах цаг нэгэнтээ ирээд байна. Даяарчлалын өнөө үед асар хурдтай хөгжиж буй технологийн ачаар Хил хязгааргүй (… without borders) мэргэжилийн группүүд асар олноор үүсэн амжилттай ажиллаж байгаагаас харахад хүний нөөц, боломж бололцоог тухайн хүн аливаа оронд биеэр байхаас үл хамааран улс орны хөгжилд гар бие оролцож болохыг олон тэргүүний монгол залуусын жишээ бэлхнээ харуулж байгаа. Төрийн нэгдсэн бодлогын дэмжлэгтэйгээр монголын уран бүтээлчид дэлхийн тавцанд өрсөлдөж, бүтээлч үйлдвэрлэлийн салбарын орлого нэмэгдэж, уран бүтээлчдийн бизнес сэтгэлгээг эрчимжүүлж, монгол соёл урлагийг дэлхийд сурталчилах, түүнчлэн өнөөгийн Монгол орны дүр төрхийг гадаадад болон гадаадын иргэдэд зөвөөр таниулан сурталчилахад Монгол соёл, урлаг, бүтээлч салбараар дамжуулан ажиллах бололцоо их байна.

 

PROPOSAL AND PLAN FOR COOPERATION IN INTRODUCING WORLD ARTS AND CULTURE MANAGEMENT TO CREATIVE INDUSTRIES IN MONGOLIA

Many countries widely use the practice in their international relations policy of developing close relations with other countries through public and cultural diplomacy by promoting their art and culture abroad and working together with other countries of the world in the field of art and culture. One particular example of this is the permanent establishment of its cultural centre in the countries or regions where they have diplomatic missions in accordance with their state policy in order to promote their art and culture. As to Mongolia, there is no culture centre in the world that has been officially established by the government in any foreign country or region at present and an integrated policy on promoting Mongolian art and culture abroad and supporting creative workers is yet to be developed. This in return restricts the opportunity for the permanent promotion of Mongolian art and culture abroad through the state policy, the increase in export of creative industries, attracting the best quality investment and the increase in the fee and value of the creative workers.

We all know that it is high time for our creative workers to compete on the world market and that the Government considers this matter with responsibility and equip them with the knowledge to work in this direction, contact the expats with the relevant experience in the field in order to cooperate with them so they can use their efforts and contacts for a useful work such as this. Thanks to the technological advancements in the times of globalization, many professional groups “without borders” are working successfully and effectively. There are many examples of Mongolian professionals living around the world contributing to the country’s development proving that the location of a person does not restrict the use of that person’s resources and knowledge. There is an every opportunity for the Mongolian creative workers to compete on the world market, to increase the revenue in the creative industries sectors, to develop the business mind in the creative workers and to promote Mongolian art and culture around the world with the support of an integrated state policy.
